Decision
The public institution will show one progression from mission to economic impact while preserving all existing routes and systems:
MISSION → CAPABILITY → EDUCATION → PRACTICE → VALIDATION → ENTERPRISE FORMATION
→ INCUBATION → ACCELERATION → COMMERCIALIZATION → CAPITAL READINESS
→ MARKET ENTRY → SCALE → ECONOMIC IMPACTThe operating expression is: Capability converted into enterprise. Enterprise converted into durable institutions.
No public relationship, metric, case study, partnership, or outcome is stated as fact without recorded evidence. Unclassified ecosystem records require administrator review. Annual-report fields without lineage are published as not yet reportable. Public programme operations and proprietary corporate investment are described and governed separately.
Institutional Critic
- 1At 100× scale: static relationship classifications and unsupported metrics would become systemic misrepresentation; the phase therefore defaults to unverified and not reportable.
- 2Unverified assumptions: historic institution statuses, case narratives, outcome counts, and PDF figures remain unverified and are not asserted.
- 3Simpler solution: refine existing surfaces and forms; create no new route, entity, division, or intake.
- 4Duplication: none; SURF-01, 05, 07, 08, 23, 24, and 26 are reused.
- 5Enterprise view: procurement paths, lawful structures, measurement, and funding boundaries are visible without claims of prior contracts.
- 6First-time view: the visitor can move from doctrine to the correct existing programme or application path.
- 7Legal, operational, security: ownership and grant language is limited; current RLS and private uploads remain unchanged; legal copy still awaits counsel.
- 8Debt: relationship provenance remains a future governed administrator record; legal review, mail delivery, abuse controls, and upload scanning remain named debt under Decision 0012.
- 9Constitutional consistency: capability, trust, evidence, human judgement, and long-horizon stewardship are strengthened.
Seven-axis evaluation
| Axis | Evaluation |
|---|---|
| Revenue potential | Improves qualified entry to existing education, advisory, venture, and institutional services. |
| Implementation cost | Low; editorial refinement using existing components and routes. |
| Maintenance cost | Low; canonical terms and evidence states reduce future correction cost. |
| Operational complexity | No new runtime, vendor, table, or workflow. |
| Customer value | Clarifies what Anabasis does, which path fits, and what evidence can be trusted. |
| Enterprise value | Adds procurement, funding-boundary, and measurement language suitable for institutional review. |
| Long-term strategic value | Establishes an honest path from capability to enterprise and from enterprise to durable institutions. |
Result and review
Review date: 2027-03-18. Assess whether enquiries became more appropriately routed and whether any public claim lacked evidence. Traffic alone is not a successful result.
