The paper
A human interrogator communicates via teletype with two hidden participants — one human, one machine — and must identify which is which. If the machine convinces the interrogator as often as a human would, Turing proposed we call it intelligent for practical purposes.
Why it endures
The test bypasses metaphysics. It replaces 'is it really thinking?' with 'is its behavior distinguishable from thinking?' Whether that substitution is philosophically satisfying is a separate question; that it is operationally useful is why the paper is still cited.
